Executive and Operational Structure

The Executive and Operational Structure establishes the organisational framework through which City of London College delivers its strategic objectives, academic mission and day-to-day operations. It provides clear lines of leadership, accountability and delegated responsibility, ensuring that decision-making is effective, responsibilities are understood and institutional activities are coordinated across academic and professional service functions.  

Working within the strategic direction established by the Board of Governors and the academic oversight exercised by the Academic Board, the Executive and Operational Leadership Team provides the leadership necessary to ensure that all areas of the College contribute effectively to the delivery of high-quality education, an outstanding student experience and the long-term sustainability of the institution. 

The Executive and Operational Structure enables the College to operate as a single, integrated organisation in which strategic priorities are translated into coordinated operational activity, supported by clear reporting arrangements and effective management oversight. 

Organisational Structure 

The Executive and Operational Structure brings together academic leadership, operational management and professional services within a unified management framework. 

The structure: 

  • establishes clear reporting relationships across the College;  
  • defines areas of executive responsibility and accountability;  
  • supports coordinated decision-making across academic and operational functions;  
  • enables effective communication between departments;  
  • promotes collaborative leadership and shared responsibility;  
  • supports the efficient deployment of institutional resources; and  
  • ensures that operational activities remain aligned with the College’s strategic objectives.  

The organisational structure is illustrated in the Executive and Operational Structure chart, which identifies reporting lines and the principal leadership responsibilities across the College. 

Delegated Responsibilities 

Operational authority is exercised through clearly defined delegations that enable executive leaders and managers to make decisions appropriate to their responsibilities while remaining accountable within the College’s governance framework. 

Delegated responsibilities support: 

  • efficient operational decision-making;  
  • timely management of academic and professional services;  
  • effective resource allocation;  
  • compliance with approved policies and procedures;  
  • management of institutional risks;  
  • delivery of strategic initiatives; and  
  • accountability for organisational performance.  

Delegations are exercised within the limits of authority approved by the Board of Governors and are supported by the College’s governance policies, committee structure and management procedures. 

Integrated Leadership 

The Executive and Operational Structure encourages collaboration across all areas of the College, recognising that institutional success depends upon effective partnership between academic and professional service functions. 

Executive leaders work collectively to: 

  • coordinate institutional planning;  
  • monitor organisational performance;  
  • oversee cross-functional projects;  
  • manage strategic and operational risks;  
  • support innovation and continuous improvement;  
  • strengthen organisational resilience; and  
  • ensure that services are delivered efficiently and consistently for the benefit of students.  

This integrated approach promotes organisational effectiveness while avoiding duplication of responsibilities and supporting timely, informed decision-making. 

Reporting and Accountability 

The Executive and Operational Structure supports a clear framework of reporting and accountability throughout the College. 

Senior leaders provide regular reports on operational performance, academic delivery, financial sustainability, quality assurance, compliance and institutional risk. These reports inform executive decision-making and provide assurance to the Board of Governors and the Academic Board regarding the effective management of the College. 

Clear reporting arrangements ensure that information flows efficiently between operational teams, executive leadership and governance bodies, enabling issues to be identified promptly, risks to be managed proactively and institutional performance to be monitored effectively. 

Review and Organisational Development 

The Executive and Operational Structure is reviewed periodically to ensure that it continues to reflect the College’s strategic priorities, academic provision, organisational development and regulatory responsibilities.  

Changes to the structure are considered where necessary to support institutional growth, improve operational effectiveness, strengthen governance arrangements or respond to developments within the higher education sector. This process ensures that the College maintains a management structure that is proportionate, resilient and capable of delivering its strategic objectives. 

Through a clearly defined Executive and Operational Structure, City of London College provides assurance that leadership responsibilities are transparent, reporting relationships are well understood and operational management is aligned with the College’s governance framework, supporting institutional effectiveness and positive outcomes for students.
