Board of Governors – Recomposition Statement
During the COVID-19 pandemic, City of London College (CLC) made the strategic decision to temporarily suspend its governing body. This measure formed part of wider contingency arrangements designed to enable faster decision-making and ensure the continuity of learning during a period of significant uncertainty. The suspension reflected the exceptional circumstances of the time, when the College’s primary focus was on safeguarding the wellbeing of students and staff while maintaining the quality and accessibility of education.
Following the return to normal operations, the College undertook a thorough review of its governance framework. This comprehensive evaluation has resulted in the full reconstitution of the Board of Governors, bringing it into complete alignment with the Office for Students (OfS) Conditions E7, E8, and E9.

Through these enhancements, City of London College demonstrates a renewed and proactive approach to governance — one that upholds the highest standards of accountability, integrity, and regulatory alignment.

Governor
Professor Stuart Wall is a globally recognised authority in a range of economics, business and management subjects, with numerous texts in many languages. He has been personally cited by the Independent Newspaper in the ‘A to Z of Business Schools’ as having made an outstanding contribution to UK business education. Professor Wall is regarded as one of the UK’s leading developers of teaching and learning materials in higher education across many subject areas. For example he was ‘headhunted’ by Kaplan on its market entry into the UK to oversee the provision of undergraduate and postgraduate teaching and learning materials in its first three Kaplan International Colleges. He is also the author of a wide range of on-line, audio and video materials for Financial Times/Pearson/ Edexcel and other publishing houses and has extensive consultancy experience for major organisations, such as the OECD Directorate for Science, Technology and Industry. Professor Wall brings a wealth of experience in UK and Transnational education to governance at the City of London College.
Governor – Vice Principal
Maldwyn has an extensive background in senior academic leadership, having served as Vice Principal, Director of Quality & Standards, HE Policy Manager (AoC), and NW Regional Education Consultant (HEFCE-LLLN). He has been a Senior Consultant with QAA, undertaking the roles of Review Manager, Coordinator and Reviewer across several review methods including REO, IQER, FD Review and Access to HE.
His consultancy portfolio includes guiding multiple providers through OfS Registration, QAA Quality & Standards Review, governance reform, staff development, due diligence and strategic partnership development. He has led successful awarding body partnerships, franchise arrangements, TDAP support, and major quality enhancement frameworks across diverse organisations. Maldwyn has also served as External Examiner for the Royal College of Art, Staffordshire University and the University of Sheffield, and has contributed to national HE policy and sector development through membership of the following:

Richard is an experienced senior education leader with over 30 years’ experience across Further and Higher Education, both in the UK and internationally. His career has focused on leading institutions through growth, transformation, and quality improvement, combining strategic vision with a strong commitment to academic excellence and innovation. Passionate about shaping future-ready education, he shares a forward thinking, collaborative, and outcomes-driven approach to leadership. Richard is a Justice of the Peace. His key career accomplishments include Strategic Institutional Leadership and Growth, Transforming Performance and Sustainability in the UK FE/HE Sector and Excellence in Quality Assurance and Academic Governance. He continues to champion Innovation and Digital Learning driving curriculum innovation integrating virtual and augmented reality technologies. Richard continues to promote the use of digital tools and innovative learning models to enhance student engagement and institutional competitiveness.
Governor
Gordon is an experienced education leader, lecturer and researcher with a career spanning over 25 years in further and higher education. Gordon led cross-college initiatives to raise teaching standards, promote digital learning, and strengthen employer engagement. He has managed large national research projects and delivered keynote sessions at major conferences including BETT, the Association of Colleges (AoC), and the Education and Training Foundation (ETF). Gordon’s ongoing research explores how educators are adapting to employer-led education reforms and the rise of AI-driven technologies. He also works with the national charity The Brilliant Club, teaching Robot Ethics to students across Yorkshire and the Northeast, exploring how education can prepare young people for a future shaped by intelligent machines and evolving workplace demands. His work highlights the importance of collaboration between educators, employers, and policymakers in supporting effective reform. In addition to his role as governor, Gordon serves as a trustee and governor for two arts charities, contributing his expertise in education, creativity, and organisational development to support community engagement and cultural growth. As a governor, Gordon combines extensive experience in curriculum innovation, quality assurance, and educational research with a passionate commitment to supporting teachers and learners to achieve their full potential.
